From that meeting, he went out and recruited through Weizmann the entire slew of Clinton loyalists as his investigatory team. That then led to the so called Mueller (Weissman) report which avoided anything of substance. This then went on for two years and this was surely deliberate as it allowed a huge investigation to be carried out under this cover.
In short, none of this is unplanned. Even better Mueller gets to slide away without been directly punished for past crimes while the so called investigators now face the music. It still was a pleasant surprise and hugely damaging to DEM chances as was intended. .
This is an off beat interpretation, but we do need to consider it. In the meantime, Comey will not be charged for what is essentially a misdemeanor in terms of his other known actions. This also tells us that the shoe is about to drop.
