The end of communism in China has been inevitable for decades yet has been tolerated so long as they stay out of the way. Otherwise the country is operated by an effective corporation of technocrats who enjoy the stability of authoritarianism.
That the people now want alternative outlets for political action is becoming difficult to suppress and action has so far has been somewhat passive. The solution is to in fact extend full political freedom at the local level first and then to successive levels in stages of several years allowing natural legislators to be trained and to emerge. This can avoid a chaotic transition to a fully democratic system.
Yet it can happen overnight. It will happen overnight if the leadership does not step in to guide the process..
