The Trump administration’s negotiations with Russia over ending the war in Ukraine have expanded to include discussions over a multibillion-dollar deal involving Russian energy giant Lukoil, The New York Times reported on Saturday.
The proposed deal would cover a wide-ranging portfolio of Lukoil-owned oil fields, refineries and gas stations across several countries, according to the report. The deal would require approval from both the US government and the Kremlin.
The White House, the US Treasury Department and Lukoil didn’t respond to requests for comment outside regular business hours.
The group pursuing the deal includes US investor and billionaire Todd Boehly, two Middle Eastern groups that have done business with Kushner or Witkoff’s family, and an arm of the US government, the newspaper said.
Russian President Vladimir Putin raised the deal during a September 5 meeting with Witkoff and Kushner at the Kremlin, the NYT said citing people familiar with the meeting. Putin proposed completing the deal as a way to show Russians they could do business with the United States, one of the people said.
On Friday, Russian President Vladimir Putin said he was ready to resume peace talks as soon as possible, but on terms acceptable to Russia.
"We are ready to talk and conclude them as soon as possible, but, of course, on terms that are acceptable to the Russian Federation and our people," he said.
Meanwhile, a Russian strike damaged Kyiv’s Northern Bridge early Saturday, suspending traffic and causing tailbacks for a third day, in Moscow's latest effort to disrupt life in the Ukrainian capital.
The strike came a day after Russian assaults forced the full or partial closure of three of Kyiv’s six road bridges over the Dnipro River. Previously, Russia has hit apartment blocks, supermarket warehouses, gas stations and data centres, among other targets, in an escalation of attacks.

Russia attacked its neighbour more than 4 ½ years ago, and there are no concrete signs that a peace settlement might be possible. Fighting along the roughly 1,250-kilometer (780-mile) front line snaking through northern, eastern and southern Ukraine has been virtually deadlocked in recent months.
Kyiv Mayor Vitalii Klitschko said the strike damaged the road surface and trolleybus cables, forcing traffic to be suspended. There were no casualties reported.
Russia’s Defence Ministry on Saturday confirmed it was behind the latest attack, claiming the bridge is used to “facilitate troop movements and the logistics of military cargo deliveries” for Ukraine’s armed forces.
Videos circulating on social media appeared to show the moment of impact as vehicles crossed the bridge, including footage purportedly recorded by a driver's dashcam.
The aerial war has intensified, with Kyiv striking Russia's oil industry and businesses while Moscow has menaced Ukrainian cities with hard-to-intercept ballistic missiles and jet-powered drones.
