this is an excellent review of decades of thinking about this problem and even produces insight.
from my perspective I do think that conforming evidence supports around Helyer's 75 known alien races maintaining observation stations here on earth itself. like ourselves they all create secure access refuges deep in the crust to produce a controled living environment. just as we will do with MARS or the MOON.
The surface will always be too dangeouus and by the way, our own surface is dangerous as well without ample training..
most are accessed by deep water cave entries for now until we learn how.
What is clear though is that a network of alien planets would have no problem observing the evolution of our living planet for almost a billion years without ever visiting. and watching is cheap and exactly what we would do.
