This has always been an obvious and excellent build proposition. Using it to launch satelites back into earth orbit is certainly a way to pay for it all. It also justifies a luner base and also multiple launchers to handle different weights.
Better yet it can be used to populate the Lagrange point as well.
What s still missing is artificial gravity for long term residence. This is an unwelcome but real operational constraint. i do think that we will need to build my bicycle space vstation first in order to manufacture satelites first before trucking them to lunar surface. that provides a one g work environment..

The key factors are not about radiation hardening, the issue is what is the optimal balance between g-forces used for the mass drivers and how long it takes to make compute and memory chips and satellites to handle different accelerations without breaking. The more acceleration then the less cement and other constructed mass is needed for the mass drivers.
