National Sales Tax

This just popped up. Bill HR 25 ends the income tax, but puts a national sales tax in its place.  This will finally level the trade playing field and I do believe this has been the logical intent all the way along.  The problem has been to avoid massive pushback.

All countries have some form of VAT except the USA.  True free trade is impossible until all use the same form of VAT.  Again a portion is split of to the states.  Canada has such a hybrid system and it now works well enough.

Is it pissible that all the noise over tariffs is to set the stage ftror VAT?
