What we have is a surprisingly precise set of reports and images that demand to be taken at face value. Doing that we have a sea adapted humanoid or even human being. Certainly the fish like construct in the image appears to be a likely adapter made small enough to not disturb balance. His return to the sea at night could easily have been to his habitat to even rid himself of his breathing harness. Reverse jointing on his limbs do indicate an alien humanoid.
There is nothing here we do not understand well. It is not even clear that these aliens are actually adapted to water. They may need the breathing apparatus to breathe our atmosphere as well as to operate under water. All that leads to a ship underwater and the amphibian routine.

Dogon
Tribe — In Mali, West Africa, lives a tribe of people called the Dogon
whose astronomical lore goes back thousands of years to 3200 BC. The
Dogon oral traditions claim a race people from the Sirius system called
the Nommos visited Earth thousands of years ago. The Nommos were ugly, amphibious beings that resembled mermen and mermaids as shown.
The Nommos, according to the Dogon legend, lived on a planet that
orbits another star in the Sirius system. They landed on Earth in an
“ark” that made a spinning decent to the ground with great noise and
wind. It was the Nommos that gave the Dogon the knowledge about Sirius
B.
The
Dogon traditions claim the star Sirius has a companion star which is
invisible to the human eye. This companion star has a 50 year elliptical
orbit around the visible Sirius and is extremely heavy. This legend
might be of little interest but the two French anthropologists, Marcel
Griaule and Germain Dieterlen, who recorded it from four Dogon priests
in the 1930’s. How did a people who lacked any kind of astronomical
devices know so much about an invisible star? The star, which scientists
call Sirius B, wasn’t even photographed until it was done by a large
telescope in 1970. The legend goes on to say the Nommos also furnished
the Dagon’s information about our own solar system: That the planet
Jupiter has four major moons that Saturn has rings and that the planets
orbit the sun.
Dogon Mask of Aliens
These
were all facts discovered by Westerners only after Galileo invented the
telescope. The story of the Dogon and their legend was first brought to
popular attention by Robert K.G. Temple in a book published in 1977
called “The Sirius Mystery”. Sirius B’s
existence was suspected as early as 1844 and seen was through a
telescope in 1862. It doesn’t seem to explain a 400-year old Dogon
artifact that apparently depicts the Sirius configuration nor the
ceremonies held by the Dogon since the 13th century to celebrate the
cycle of Sirius A and B. It also doesn’t explain how the Dagon’s knew
about the super-density of Sirius B.
Sky And Telescope March 2015 carries an article; “The Very Ancient Origins of the Water Constellations”
suggests that many planets may have life based on water civilizations.
There is written history indicating some of these civilizations and
their amphibian aliens have visited Earth as the Dogon claim. Aquarius
is shown in Sumerian artifacts as a god pouring water.
In the ancient Babylonian Empire, Aquarius was depicted as a water bearer god. The Water God was so prominent that his image was even carved on the stone buildings. When he brought the annual month of rain, they called this time the curse of rain.

Aquarius
is the keeper of the Nile River who pours needed water into the river
and creates the rainy season so the Nile will overflow its banks and
nourish the valley farmlands. Aquarius dispensed knowledge, and the
glyph for Aquarius depicts the water from the water bearer’s vessel, as a
symbol of open-ended spiritual energy.
Some
5000 years ago Oannes was indeed a historical figure and worshipped as a
God’ He was a traveler from another planet or from a pre-existing
civilization yet to be discovered.
