I have proposed overcoming all this by applying the concept of a natural community and the rule of twelve. The natural community involves 150 adults at most out of which it is practical to accept twelve electors or elders or whatever you wish to call them.
Such a council can deliberate in the presence of the community and undertake to deal with individual concerns outside the twelve. Actual membership would be by volunteering and a consensus vote to establish who will engage in a particular meeting of the twelve. It is meant to be both stable and unstable allowing champions in and out.
Such a council will as a last course of business appoint two representatives to attend a larger group of twelve if other such communities exist to meet the next day. Several cycles would allow informed decision making for a large community that has the total confidence of the whole community.
Aberrant positions are easily dealt with early and good ideas quickly attract support and then pass upward. A first reading should enhance a program and a second reading allows sober second thought engaging the whole community..
Obviously the best and the brightest will end up leading things but without any form of temporal lock on the position. Better yet the best talent to deal with a particular issue will be automatically brought in simply because they will show up and attach themselves to the issue..
Direct democracy is an empowering social and political solution that we need to seriously consider, in the face of a corrupt and broken system that churns out tyrants and maintains the status quo.
