All nonsense aside, perfect surveilance is never the problem. The problem has always been human choice. We form a civilzed society by agreeing to good behavior and acting accordingly. what obviously matters is the rules and we have somewhat sorted that out.
So of course you will behave when the reward is rapid arrest.
And actually, why not? I certainly do not miss crank phone calls. We really have complete freedom to behave civilly toward all our peers and to otherwise back off. We never had the freedom to steal a wallet and get away with it.
