None of this may ever happen of course, but it would take little to cause this shift.  Geographically, the Boreal forest can be transitioned into a working grassland using cattle husbandry and this opens up massive rural space on top of what alreadt exists and which is underutilized.  It is completely plausible that the Canadian hinterland can house a human population of one billion or more.

We already have an excellent capacity to absorb immigration and this can be readily expanded to support forest grooming and cattle husbandry.  So a plan is readily created ,just like our original plan to expnad wheat farming in the Prairies.

The necessary policy change is imposing a cultural shift that supports four child production by mothers and lots of other things as well.  In the face of cultural population contraction globally this is ufortunately necessary.

Understand that China is on the road to having its population dropping to around 500,000,000.  Implimenting a four child policy can get Canada to hit that number in a century or so.  All other states are now confronting the cultural contraction problem and will also need to make the same cultural adjustments.  Canada can easily be first out of the shoot with the most room to grow.

understand that once full population growth is achieved, it is no trick at all to drop from four to three. to stablise the size.

This is a major act of global leadership and must be done anyway and better first than never..  Never is extinction  because  mothers age out   No one understand that Chinas problem today is simply way to few mothers.
