Rather obviously, Trump can appoint an acting cabinet head in order to really clean house and implement major reform. Just like a corporation. Now understand as well that the DOD is having its first ever internal audit. An acting chief will not wear the consequences.
My guess is that he will cycle through the whole cabinet through the next two years at least or until the whole apparatus is cleaned up and doing its job free of blatant corruption and political holdovers. I do think Hercules had the easier job but we now see the machinery at work.
This is not alluded to here, but over sources suggest that the first wave of arrests have been made and the silence continues. Those actors on stage are now tightly controlled in their effort to personally survive their crimes. What we have been seeing is controlled theater to set the stage for the military build of the border wall and the massive Election fraud investigation that will likely freeze congress until a special election is held to repair known false elections.
Ruth Bader Ginsberg is presently on a death watch. Two other SC justices were explicitly blackmailed by Brenner and this likely forces their retirement. Certain cases may well need to be vacated. Q has noted three such justices are likely to be replaced and we are now seeing this shape up.

Why it matters: Trump's
attorney general, secretaries of Defense and Interior, EPA head, and UN
ambassador are all working in acting capacities, despite being
Senate-confirmed positions. The appointment of Matthew Whitaker as
acting attorney general, in particular, came under fire as potentially unconstitutional — even from conservative legal scholars like John Yoo. And the Washington Post reported this week
that Patrick Shanahan's position as acting Defense secretary could also
be constitutionally murky. Furthermore, Trump, who campaigned on
"draining the swamp," faced criticism for his acting secretaries' lobbying ties.
