This is the only way. It may also be the only way that we bring China to the table for serious negotiations regarding the south China Sea. Malasia, Vietnam and the Philipines have huge agreed upon areas of influence that China has been running roughshod over. Seizing and sinking fishing boats would end that.
What is happening though is that China has eschewed a long process of bilateral negotiation to discover any flexibility.. I do think that there was a lot of real flexibilty available until China started strong arming.
Now National pride gets involved and we see Duerte kck the Chinese out and the Indonesians sinking those fishing boats.
